Morty is the main bodyguard to O'Hare. He became the main bodyguard after his brother McGurk sent O'Hare flying. McGurk was later demoted and Morty got promoted. If he ever sees you messing with O'Hare you better start spreading.
Cy
Once the O'Hare delivery guy, he was fired for his betrayal over O'Hare. Learning his lesson he was rehired, but as a participant in trafficking and making the military bigger.

He does nothing, we don't know how he still works for O'Hare.
